Program Manager

Status: Full Time
Location: Metro DC Area

Partner Forces is seeking a Program Manager (PM) to manage a Department of Homeland Security (DHS) contract focused on building and developing a strong performance measurement and evaluation capability and conducting measurement and evaluation activities to support evidence-based assessment and program implementation.

Core Requirements & Essential Duties

Overall Contract Management

  • Provide overall contract management and run the project on a day-to-day basis.
  • Conduct program planning, validate program financials, and project documentation, define and manage project resources, and provide project support.
  • Lead client facing meetings related to requirements, solutions design, and status updates.
  • Facilitate resolution of issues that are pertinent to the success of the project, ensuring that corrective actions are in place to prevent or address project non-conformances.
  • Monitor and evaluate contract deliverables for operational effectiveness, functionality, cost, efficiency, benefits, and contract compliance.
  • Supervise and coach assigned technical, scientific, and administrative staff, and perform personnel actions including performance evaluation.

Program Evaluation

  • Oversight of the design and implementation of data collection methods and analysis.
  • Conceptualize and plan all components of the evaluation, including the workplan, timeline, methodology, implementation approach, analysis plan, data sources and data collection, risks and mitigation strategies, and use of the study.
  • Oversight of research to support the design of the evaluation.
  • Develop methodologies and analysis strategies for program evaluation.
  • Responsible for the successful execution of the evaluation and associated reports t.
  • Complete all implementation, data collection, and analysis tasks and activities as identified in the evaluation design report, work plan, and timeline.

Performance Management

  • Support the development and implementation of performance measurement framework.
  • Coordinate with subject matter experts to incorporate best practices in monitoring, metrics, and maturity.

Qualifications

  • Currently hold, or able to obtain and maintain, DHS fitness determination.
  • Secret Clearance preferred.
  • Degree in related field (statistics or social sciences).
  • 8-10 years of work experience in program management.
  • Demonstrated project management ability.
  • Ability to multi-task, set priorities, and clearly communicate team objectives.
  • Exceptional verbal and written communication skills.
  • Proficiency in Microsoft Office Suite applications, especially Word, Excel, PowerPoint, and Outlook
  • Expertise and experience with quantitative and qualitative federal program evaluation designs, methods, and approaches is a bonus.
