As a Senior Director at Partner Forces, Shelley Rappaport leads People Performance initiatives in the Program Management Office to support the growth, development, and wellness of the workforce. She concentrates on transformational improvement strategies, employee experience and programmatic and organizational performance.
Shelley has over two decades of experience in organizational improvement, planning and measuring outcomes and coaching for change, as a trusted advisor to public and private sector organizations. Over the last ten years, she has focused on enhancing the health of organizations in the homeland security, law enforcement and emergency management sectors. Prior to that, Shelley focused on projects creating a healthier natural environment such as developing, implementing and evaluating programs to improve air quality, land contamination, sustainability, and hazard mitigation.

Shelley has a Masters of Urban and Environmental Planning from the University of Virginia, a BS from the University of Michigan, and is certified in Strategy and Performance Management and Government Performance Management. She is a Six Sigma Green Belt, a Functional Medicine Certified Health Coach, and is currently a fellow and industry thought leader at the Performance Institute. Wellness is Shelley’s passion. In her spare time, she hugs trees, cooks, and finds excuses to repeatedly visit Scotland.
