As a Senior Consultant for Partner Forces, Martin Kobylarczyk leads a CISA project, where he applies his expertise in business analysis, data analysis, business process improvement, and stakeholder outreach and communications.
Martin has seven years of project experience at federal government clients, including CISA’s Cybersecurity Division, the Federal Protective Service, U.S. Citizenship and Immigration Services, and the U.S. Army. Additionally, he supported veterans’ advocacy, where he helped build, manage, and evaluate programs and initiatives for nonprofit organizations.

Martin holds a BA in Political Science and History from the University of Notre Dame and an MPP in Public Policy from the University of Virginia. His graduate school applied policy project focused on preventing violence and managing threats in Virginia’s public schools. A native of Chicagoland, Martin resides in Washington, DC. He’s run several 5k races in support of veterans’ nonprofits and enjoys landscape painting and visiting new vineyards throughout Northern Virginia.
