Kelly Gulley

As a Senior Consultant, Kelly Gulley leads program evaluation initiatives for the State and Local Cybersecurity Grant Program (SLCGP) and Tribal Cybersecurity Grant Program (TCGP). Her focus areas include program and project management, financial forecasting and monitoring, contract management, program evaluation/research proficiency, and data collection and analysis.  

With more than 17 years of experience in federal consulting, Kelly’s work spans multiple sectors, including nonprofit, academia, healthcare, and the private sector. Her consulting experience includes advancing critical efforts with the Department of Defense, Department of Veterans Affairs, Department of Transportation, Department of Health and Human Services, and Department of Homeland Security. Kelly also supports our work with the Healthcare Distribution Alliance, bringing expertise in public health, health IT, financial forecasting and monitoring, curriculum development, and qualitative and quantitative research.

Kelly holds a BA in Psychology from Gettysburg College and a Master of Public Health from The George Washington University. Originally from Connecticut, she currently resides in Maryland with her husband, son, and two cats. Her passions include piano, reading, music, cooking, and being active with her son. Kelly’s leadership philosophy centers on developing team dynamics that enhance individual and team potential while delivering innovative support to clients.
