As a Senior Consultant at Partner Forces, Emma Plikerd provides research, analysis, and program management support within our CISA portfolio, focusing on advancing critical infrastructure initiatives and fostering collaboration with clients and partners. She excels in project management, strategic planning, risk analysis, and stakeholder engagement, bringing structure and clarity to teams and projects.
With nearly 15 years of experience, Emma has supported multiple Department of Homeland Security agencies, including CISA and FEMA. Her work includes analyzing policy and directives to inform program implementation, advancing regional training efforts, and developing security resources to help stakeholders nationwide reduce risk and enhance resilience.

Emma holds an MBA with a focus on Information Systems, Emerging Technologies, and Blockchain from American University and a BA in Women’s Studies from the University of Cincinnati. She also supports corporate initiatives, such as serving on our People Forces committee and co-leading the Summer Internship Program. In her spare time, Emma enjoys crafting and woodworking projects and traveling as much as she can.
