Public Outreach and Messaging sUAS Subject Matter Expert

Location: Metro DC Area/Remote

The Department of Homeland Security (DHS) Cybersecurity Infrastructure Security Agency (CISA) requires professional support services to assist the Infrastructure Security Division (ISD) in the implementation of efforts to enhance capabilities to deliver expertise and essential guidance to public and private stakeholders to build security capacity that addresses the dynamic threat environment posed by targeted violence and terrorism. This position support functions related to conducting research, training development and delivery, analytical support, private sector communication and outreach, strategic planning, risk management, emerging threat awareness and mitigation activities.

Core Requirements & Essential Duties

  • Provide research, risk management and cyber-physical security analytic support services around unmanned aircraft systems (sUAS) to critical infrastructure.
  • Develop and execute tabletop exercises and workshops for clients, partners, and stakeholders at the international, federal, state, and local levels.
  • Develop and implement processes to identify capability requirements, gaps, priorities and solutions for sUAS security capabilities.
  • Conduct review of policy documents based on strong understanding of DHS, CISA, ISD policies which may be utilized to develop directives, orders, strategies, draft legislation and regulatory initiatives.
  • Assist with research and technical writing for products such as Cybersecurity Best Practices Guides, SOPs, process flows, and stakeholder engagements documents.
  • Develop talking points, executive summaries, and briefings for senior leadership to present to stakeholders.
  • Establish and maintain effective working relationships with internal and external personnel.
  • Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the organization.
  • Perform other work-related duties as assigned.

Minimum Qualifications

  • Ability to obtain and maintain DHS Suitability.
  • A master’s degree required.
  • Must have at least 10 years of relevant experience.
  • Must have experience with sUAS training, compliance, and/or policy.
  • Experience with DHS CISA preferred.
  • Strong in communicating in an organized and knowledgeable manner in written and verbal formats, including presenting to senior executives or agency stakeholders, developing lasting relationships, delivering clear requests for information, and communicating potential conflicts.
  • Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, OneNote, and SharePoint.
