Senior Program Evaluation Manager

Status: Full Time
Location: Arlington, VA
Partner Forces is seeking a Senior Program Evaluation Manager (PM) to manage a Department of Homeland Security (DHS) contract focused on building and developing a strong performance measurement and evaluation capability and conducting measurement and evaluation activities to support evidence-based assessment and program implementation.

Core Requirements & Essential Duties

Overall Contract Management:

  • Provide overall contract management and run the project on a day-to-day basis.
  • Conduct program planning, validate program financials and project documentation, define and manage project resources, and provide project support.
  • Lead client facing meetings related to requirements, solutions design, and status updates.
  • Facilitate resolution of issues that are pertinent to the success of the project, ensuring that corrective actions are in place to prevent or address project non-conformances.
  • Monitor and evaluate contract deliverables for operational effectiveness, functionality, cost, efficiency, benefits, and contract compliance.
  • Supervise assigned technical, scientific, and administrative staff, and perform personnel actions including performance evaluation.

Program Evaluation:

  • Oversight of the design and implementation of data collection methods and analysis.
  • Conceptualize and plan all components of the evaluation, including the workplan, timeline, methodology, implementation approach, analysis plan, data sources and data collection, risks and mitigation strategies, and use of the study.
  • Oversight of research to support the design of the evaluation.
  • Develop methodologies and analysis strategies for program evaluation.
  • Prepare the development of the final evaluation report.
  • Complete all implementation, data collection, and analysis tasks and activities as identified in the evaluation design report, work plan, and timeline.

Data Collection:

  • Conceptualize and plan all components of the data collection exercise, including the workplan, timeline, methodology, data collection instruments, data collection procedures and processes, quality assurance and oversight procedures, data cleaning approach, and training and/or other manuals and materials.
  • Prepare a draft and final Data Collection Planning package.

Performance Management:

  • Support the development and implementation of performance measurement framework, which may include, but may not be limited to, organizing and facilitating consultations with stakeholders to refine and revise the program performance measures, support for quarterly and annual reporting processes, training and capacity-building for stakeholders to facilitate performance measurement and reporting, data collection efforts to support performance measurement, data quality reviews of performance measurement data, and analysis, visualization, and other consolidated reporting of performance measurement data.
  • Perform a workforce training needs and gap analysis that informs follow-on efforts to design, develop and deliver role-based training materials including the increased opportunities to support cost training as it applies to quantification of risk.

Qualifications

  • Ability to obtain and maintain DHS Suitability.
  • Secret Clearance, preferred.
  • Bachelor’s Degree in related field preferred.
  • Program evaluation and design experience required, as well as experience with performance measurement frameworks.
  • At least 8 years PM experience required.
  • Ability to multi-task, set priorities, and clearly communicate team objectives.
  • Exceptional verbal and written communication skills.
  • Proficiency in Microsoft Office Suite applications, especially Word, Excel, PowerPoint, and Outlook.
