Senior Consultant/Program Manager

Partner Forces is seeking a Program Manager (PM) to manage a DHS FEMA contract focused on providing enterprise-wide front office support. The Program Manager is a critical position that will lead high-quality project management, research, design and implementation of convening strategy, research, and consultant management for a Partner Forces DHS FEMA contract. In this role, you will manage a program, with multiple concurrent subtasks. You will provide leadership and guidance to a team of junior Partner Forces employees and ensure impeccable program delivery. You will apply proven processes to ensure customer requirements are met including technical, financial, risk, schedule, and all other contractual commitments. Exceptional communication skills with the ability to effectively collaborate across broad audiences at all levels is required.

Core Requirements & Essential Duties

  • Serve as the primary point of contact between the government and contractor staff to ensure all project goals, milestones, deliverable, and individual’s functional responsibilities are properly executed.
  • Provide the highest level of project management expertise at the highest government and corporate levels to ensure all project objectives are met or exceeded.
  • Establish and maintain effective working relationships with internal and external personnel, including government stakeholders and teaming partners.
  • Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the organization.
  • Provide overall technical and financial management of tasks and milestones associated with contractual agreements.
  • Evaluate progression of project milestones and budget and modify work as applicable to ensure overall project quality, schedule and budget are being attained and shall be responsible for all contractor work.
  • Problem solve with a focus on flexible and agile execution in accordance with approved contracting standards.
  • Lead customer, stakeholder, and partner engagements ensuring program execution is aligned with customer expectations.
  • Responsible for the management of a team of Junior Analysts, providing mentorship, coaching and constructive feedback. Ensure the team is providing high quality and timely work products, improving office efficiency and organizational effectiveness.

Qualifications

  • Ability to obtain and maintain DHS Suitability.
  • Secret Clearance required
  • Bachelor’s Degree in related field preferred
  • 8-10 years PM experience
  • Ability to multi-task, set priorities, and clearly communicate team objectives
  • Exceptional verbal and written communication skills
  • Proficiency in Microsoft Office Suite applications, especially Word, Excel, PowerPoint, and Outlook.
  • Program evaluation and design experience required, as well as experience with performance measurement frameworks.
