Program Analyst

Partner Forces is seeking a Program Analyst to support a Department of Homeland Security (DHS) Cybersecurity Infrastructure and Security Agency (CISA) contract focused on providing analytic and planning activities to support the National Risk Management Center’s (NRMC) mission. This position will require experience in risk analysis, including risk communication and analysis, systems engineering, intelligence analysis, futures analysis, emergency management, and physical sciences.

Core Requirements & Essential Duties

  • Research threats, vulnerabilities, and consequences to critical infrastructure from both cyber and physical disruptions to develop analysis products in support of the mission of the NRMC.
  • Develop, coordinate, and publish data visualization products that will effectively communicate CISA incident types.  
  • Develop and publish Standard Operating Processes (SOPs), Instruction documentation, and Product Templates for NRMC activities in response to CISA requirements for incident response.
  • Develop and maintain fact sheets on NRMC analytic capabilities.
  • Publish a weekly Incident Response Summary.
  • Develop, coordinate, and publish NRMC’s Infrastructure Outlook Briefing slides, including, Infrastructure of Concern Summary, assessments, analysis of recommendations.
  • Develop briefing materials that effectively communicate key messages of analytic products.
  • Review intelligence analyses and distilling for multiple audiences.
  • Serve as subject matter experts in both physical and cyber infrastructure risks across DHS critical infrastructure sectors and their sub-sectors. 

Minimum Qualifications

  • Must be a US citizen – candidates will be required to obtain suitability and/or a security clearance.  
  • Currently hold, or able to obtain and maintain, DHS fitness determination. 
  • Active Top-Secret clearance preferred. 
  • Experience supporting DHS CISA or familiarity with National Critical Functions preferred. 
  • 3-5 years of work experience in research, analysis, quantitative analysis, and data visualization. 
  • Ability to multi-task, set priorities, organize, and clearly communicate team objectives. 
  • Proficiency in Microsoft Office Suite applications, especially Word, Excel, PowerPoint, and Outlook.
