Pipeline Security Consultant

Location: Remote

Partner Forces is seeking a 1099 Consultant to support the Transportation Security Agency (TSA) by conducting and analyzing  pipeline-related security assessments in order to establish and report on the security posture of pipeline operators and the industry as a whole. In this role, the 1099 Consultant will perform physical security reviews of critical pipeline facilities and other selected pipeline assets of security interest, manage assessment data, support, and provide quality assurance oversight and report on outcomes to inform both TSA and industry on the overall security posture.

Core Requirements & Essential Duties

  • Conduct a tour of the critical facility grounds, buildings, and areas where vital pipeline components may be housed or stored noting security measures detailed in the TSA Pipeline Guidelines, security Considerations and Best Practices
  • Detail security measures established in the Guidelines, but not engaged at the critical facility level. Review findings onsite with the stakeholder.
  • Analyze and understand strengths and vulnerabilities within a pipeline organizations security plan, security planning methodology, risk mitigating activity development at the pipeline headquarters and site level.
  • Analyze the impact and effect of a pipeline company’s capacity to apply federal pipeline security guidelines to company practices.
  • Observe, collect, manage, analyze, and share critical facility data associated with the integration and practical application of security measures.
  • Create thorough, complete, and quality detailed reports, briefings and charts which will include security recommendations, as well as best practices for corporate and site security plans that demonstrate an understanding of the security posture of each critical facility and pipeline system.
  • Conduct gap analysis on critical pipeline facilities and other selected pipeline assets.
  • Understand the complex nature of pipeline physical security, access control, related policies, and industry relationships, applicable to the stakeholder’s organization and operations.

Qualifications

  • At least 8 years of experience working within the security field for oil and gas pipelines.
  • Previous experience at an executive-level corporate security, operations, Information Technology (IT) and Operations Technology (OT), experience, education and training throughout an oil and gas company’s operational framework.
  • Possess an in-depth understanding of the necessary risk mitigation efforts required to harden physical pipeline infrastructure.
  • Have an understanding of the impact cybersecurity has on the pipeline industry.
  • Thorough knowledge and understand of the Department of Homeland Security’s Analytical Agenda, TSA’s risk-based security approach and how to practically apply DHS and TSA plans.
  • Proficiency in Microsoft Office Suite applications, especially Word, Excel, PowerPoint, and Outlook.
  • Ability to travel throughout the US to critical infrastructure sites to conduct security assessments, at a minimum of one week per month.
