Cybersecurity Program Analyst

Status: Full Time
Location: Metro DC Area

The Department of Homeland Security (DHS) Cybersecurity Infrastructure Security Agency (CISA) requires professional support services to assist the Stakeholder Engagement Division (SED) with conducting measurement and program evaluation activities to support evidence-based assessment and program implementation for a high-profile grant program. This position supports functions related to data science, analytics, program evaluation and risk analysis. 

Core Requirements & Essential Duties

  • Develop or apply mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information. 
  • Conduct research, analyze findings, and write reports, utilizing technical writing expertise to synthesize complex topics such as cybersecurity maturity within the Federal government. 
  • Develop deliverables such as assessment reports, internal and external briefings, data/project impact summaries, lessons learned, and after-action reports. 
  • Gather, analyze, compose, and/or edit technical documentation for presentation to senior leadership. 
  • Take large, disparate data sets and apply advanced analytic techniques to derive insights. 
  • Review and develop performance metrics that measure progress toward meeting strategic objectives. 
  • Aid stakeholder engagement initiatives, including strategy development, workshop facilitation, and other requirements gathering processes. 
  • Support the review of policy documents using subject matter expertise and an understanding of the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Agency (CISA) policies; provide research and planning for the development, coordination, and implementation of policy. Design supporting documentation, such as Standard Operating Procedures (SOPs) and briefing materials. 
  • Establish and maintain effective working relationships with internal and external personnel. 
  • Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the organization. 
  • Perform other work-related duties as assigned. The omission of the specific duties does not preclude the supervisor or client from assigning duties that are logically related to the position.

Qualifications

  • Ability to obtain and maintain DHS Suitability and/or a Secret clearance. 
  • A bachelor’s degree required. 
  • Must have at least 3 years of relevant experience in cybersecurity. 
  • At least 3 years of experience in data science and/or statistics.
  • Experience with DHS preferred. 
  • Strong in communicating in an organized and knowledgeable manner in written and verbal formats, including presenting to senior executives, developing lasting relationships, delivering clear requests for information, and communicating potential conflicts. 
  • Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel and SharePoint.
